Yes. Under the NSW Security Industry Act 1997, all security personnel must hold a valid security licence. This applies to roles like crowd control, asset protection, and access management. This is mandatory for both public and private events.

For large-scale or high-risk events, yes. Councils, TfNSW, or NSW Police may request a Security Management Plan or full Event Risk Assessment. Film sets in sensitive areas may also need one.
